How a reader knows something is critical
Three candidate treatments for the same block, shown against the quote card that sits above it on the Accountability Tracker, so the contrast is the real one. Pick one and it becomes the site's only critical-info signal. My recommendation is 1a.
The short answer on red: it cannot carry this job. Red is already the site's general accent, on every link, kicker, section rule and label chip. If red means critical, then every page is critical and none of them are. What is still unspent is enclosure and type size.

Closed on both sides. Every other rule on the site is open-ended, a top rule on a section or a left bar on a card, so a block sealed top and bottom is unlike anything else a reader has seen. Survives print and greyscale, and the body steps up one size, which is the most reliable read-this signal there is.

Reads as important immediately, and the white ground lifts it off the paper. The risk is that 4px red left bars already appear in several places on the site, so this is a louder version of an existing signal rather than a new one. It will need those existing bars demoted to grey to stay legible as a system.

Two signals, kept separate, so neither drowns the other
The reason this block does not read as critical today is not that black is too quiet. It is that the site currently has two different treatments doing the same job, a solid black panel here and a grey panel with a red top rule further down the same page, and neither is reserved. A reader cannot learn a signal that is not consistent.
Signal one · what kind of statement
The existing label chips, unchanged: DOCUMENTED FACT, PROJECT ANALYSIS, PROJECT ANALYSIS, UNVERIFIED and held. These answer can I rely on this. They are not an importance signal and should never be used as one. Filled black stays reserved for DOCUMENTED FACT alone, so black fill keeps meaning on the record.

Signal two · what to read first
One treatment, one name, KEY FINDING. Used at most once per section and ideally once per page. It marks the sentence that, if a reader takes nothing else from the page, is the thing to take. It always carries a label chip too, because a key finding is still a claim and still needs its epistemic status.

Everything else · demoted
The routine callouts that currently use a black or grey filled panel become plain unfilled panels with a hairline grey rule. They stop competing. Nothing is deleted, nothing is reworded, they simply recede so the one key finding on the page can be seen.
Roughly 20 panels across nine pages. Reversible.
On red specifically, my answer is no, and it is worth saying why plainly. Red is doing so much work already, on links, kickers, section rules, step markers and label outlines, that reserving it for critical information would mean stripping it out of all of those first. That is a site-wide retheme, not a rule. What the three options above do instead is keep red where it is and spend an unused property, enclosure and type size, on the one thing that needs to stand out. That is a rule you can apply in a day and a reader can learn in one page.
