Data & methods
Every figure on this site carries a definition, a source, and a limitation. The three cohort tiers are never merged. Where the count is stale, we say so.
Key finding · the stale-stats rule
PROJECT ANALYSISThe last count anyone published is from the spring: 15,000+ lost, 90,000+ behind. Nothing since. The true number is unknown and higher, the Department forecloses on veteran families faster than it is willing to count them. We frame these figures as the last known count, never as current.
Reading-priority signal
A block marked KEY FINDING, set on white with a crimson bar down its left edge, is the one thing on that page to take away if you take nothing else. It sits at the top of its section, before the evidence rather than after it, so the finding leads and you never have to hunt for it. It appears at most once per section. It is not a content label and it does not rate reliability: every key finding still carries its own label chip, so the signal is carried by words as well as by colour and shape. Crimson is never used on its own to mean anything on this site.

Content-label key
Direct statute, regulation, VA manual, hearing record, or a figure stated on the record with a citation.

The source register
Every fact across this site links to its source. Where a primary document is online, the citation opens it directly; where a source is confirmed but its canonical link is still being pinned, it reads “source on file.” The two figures we hold as unverified are labeled and kept out of for-the-record use.
Where VA publishes its policy
VA did not issue the final Partial Claim policy as a circular. It published it as transmittal sheets to the M26-4 servicer handbook, posted on the KnowVA Knowledge Base, not in the circulars area, and not on the drafting table where the Chapter 22 draft still sits. A search of 2026 circulars therefore turns up nothing implementing the program, which is easy to mistake for the program not being implemented at all. It is.
Anyone auditing VA loan-guaranty policy should check three places, not one: the circulars list, the drafting table (drafts and comment versions only), and the M26-4 transmittal sheets on KnowVA, where handbook changes actually land. Where the two disagree, the transmittal sheet governs.
