What this is, and what it is not

VA created the Partial Claim and the loss-mitigation waterfall. Whether an individual mortgage company has put them in place, and whether a particular borrower can actually get one, are two different questions, and during a rollout the answer can vary between companies.

This tracker reports only what VFC can verify from named sources. It is not a compliance grade, not a ranking, and not a performance score.

“No public evidence located” does not mean a servicer has not implemented the programme. It means a bounded search of that company’s public pages on the date shown did not find a page confirming it. The company may well have implemented it without saying so publicly.

Two servicers are listed. That is deliberate: this is a small, evidence-calibrated start, and rows are added only when a source supports them. A company’s absence from this table says nothing about it.

Current status (last verified 2026-10-10)

What VFC can verify about each listed servicer. Implementation and borrower access are reported separately because evidence for one is not evidence for the other.

If this is your loan, what to ask

  • Ask your servicer whether it has implemented VA’s current loss-mitigation waterfall, including the VA Partial Claim.
  • Ask which option your loan was evaluated for, and why the others were ruled out.
  • Ask for the decision and its terms in writing.
  • Use the servicer’s official assistance route in the table above, so the request is on their record.

Evidence, servicer by servicer

PennyMac Loan Services, LLC

Servicing role : Current, from the servicer

Pennymac's own VA page states that as of Q1 2026 it services nearly 430,000 VA loans and is the third largest VA loan servicer in the United States.

Limitation. Figures are the servicer's own published description of its VA book as of Q1 2026. VFC has not independently audited the loan count or the ranking.

Sources: S302 (Pennymac VA home loans (servicer VA loan page)) . Observed 2026-10-10. Effective 2026-03-31.

Partial Claim implementation : Reported in a secondary source

Reported on 2026-08-06 to have implemented VA's loss-mitigation waterfall including the Partial Claim.

Limitation. Trade-press report of a company statement, not a primary company announcement. A targeted search on 2026-10-10 did not locate a Pennymac primary source establishing the Partial Claim rollout, so this is not upgraded to PRIMARY_CONFIRMED_IMPLEMENTED.

Sources: S293 (Pennymac rolls out VA partial claim option ahead of November deadline) . Observed 2026-08-06. Effective 2026-08-06.

Borrower access : Not established

Whether an individual eligible borrower can actually obtain a Partial Claim here is not established by any source VFC holds.

Limitation. Corporate or system-level implementation does not establish that every eligible borrower can access the option in every case. No source establishes case-level availability.

No source establishes this state; it records the absence of evidence. Observed 2026-10-10.

Official assistance route : Current, from the servicer

Borrowers having difficulty making payments are directed by Pennymac to 866-545-9070 and its assistance route.

Limitation. Contact route only. Listing it is not evidence about what option a borrower will be offered.

Sources: S303 (Pennymac Contact Us (borrower assistance routing)) . Observed 2026-10-10.

Seed row for the S1 tracker. Chosen because it demonstrates the secondary-reported implementation state alongside primary servicing-role evidence.

Freedom Mortgage Corporation

Servicing role : Current, from the servicer

Freedom describes itself as one of the nation's largest originators and servicers and a top VA lender, and states it typically keeps and services the loans it originates or purchases.

Limitation. The company's own description of its scale and of its general practice of retaining servicing. Not a loan-level or VA-specific servicing count.

Sources: S304 (Freedom Mortgage, About (company scale and lending profile)) , S305 (Freedom Mortgage, What happens when servicing is transferred) . Observed 2026-10-10.

Partial Claim implementation : No public evidence located

No public confirmation that this servicer has implemented VA's 2026 Partial Claim was located in a bounded search on 2026-10-10. This does not mean the servicer has not implemented it.

Limitation. This status records the result of a bounded public search on 2026-10-10 and nothing more. It is NOT a finding of nonimplementation. The search found current VA-loan and general loss-mitigation material but no public page confirming implementation of VA's 2026 Partial Claim or waterfall.

No source establishes this state; it records the absence of evidence. Observed 2026-10-10.

Borrower access : Unknown

Whether an individual eligible borrower can obtain a Partial Claim here is unknown.

Limitation. Not established in either direction. No source VFC holds speaks to case-level availability here.

No source establishes this state; it records the absence of evidence. Observed 2026-10-10.

Official assistance route : Current, from the servicer

Borrowers with financial difficulty are directed by Freedom to 855-690-5900, and the company states available loss-mitigation programs depend on loan type and circumstances.

Limitation. Contact route only. The servicer states available programs depend on loan type and circumstances, so this is not evidence of any particular outcome.

Sources: S306 (Freedom Mortgage, Help with mortgage payments (borrower assistance routing)) . Observed 2026-10-10.

Seed row for the S1 tracker. Chosen because it demonstrates the no-public-evidence-located implementation state alongside primary borrower-help information.

How this page is maintained

Every row above is generated at build time from servicers.csv and servicer_evidence.csv, with each source ID resolved against the site’s existing source registry. Servicer-specific status and evidence rows are not hand-maintained in this page, and a reference to a servicer or source that does not exist fails the build rather than publishing.

Status values are recorded as evidence states, not verdicts. There is no “not implemented” value, because establishing that would need a source affirmatively showing nonimplementation for a stated date and scope.
